Detroit’s new adult use ordinance meant to encourage Black-owned dispensaries may actually be hurting them
Year-over-year medical sales in Michigan have fallen 48% from a year ago, while adult use sales increased by 56% during the same period.
The fund will be supported by up to $50 million in licensing fees and revenue from the adult-use cannabis industry and up to $150 million from the private sector.
The lotteries do not provide the applicants licenses outright, however. Winners must now argue the merits of getting a license before Cook County Circuit Court Judge Cecelia Gamrath.
HCAs continue to be a point of contention in state court. The Massachusetts Cannabis Business Association recently reported that municipalities are falling short on reporting HCA fees and how they are calculated and used.

The recall impacted about 330,000 units of product valued at about $18 million, according to testimony from the lawsuit.
