In Chicago, drug-offense related arrests were already down about 30% on average in 2020, but then Governor J.B. Pritzker’s stay-at-home order came out on March 21, and narcotics arrests plummeted. It’s early to say exactly why, but people are definitely staying at home, and anecdotally, police officers are less interested in arresting someone, resulting in an overall drop in arrests.
