The state has 141 medical licenses, as of the Feb. 10 CCC meeting, between provisional, final licenses and commence operation orders, all of which require an annual $50,000 fee, creating a $7 Million windfall for the state.

The state’s cannabis law requires that all cannabis be tested by an independent lab. This is a problem for island communities because cannabis cannot legally be transported over bodies of water due to the federal prohibition.
In Maine any game of chance that carries a prize and is conducted to raise money constitutes gambling and must be licensed by the state’s Gambling Control Unit.

Pepper encouraged applicants to participate, in order to make it easier for them to enter the market without significant financial risks before getting approved to open for business.
The High Bazaar is made possible by the portion of the state cannabis law that allows two individuals to give each other cannabis in the form of a gift. Presenters at the event can request specific donations but are not allowed to make direct sales.
The chamber would ideally represent a wide swath of businesses beyond the scope of cannabis operators, say organizers. This includes architects and realtors, or companies that specialize in equipment that is used at cultivation or manufacturing sites.
The state claims that the residency requirement does not violate the dormant commerce clause of the Constitution as long as there is a federal prohibition on cannabis.
