This is Detroit’s second attempt at creating an adult use licensing process. The first Detroit ordinance was struck down by a federal judge last year.
In addition to Rise, workers at Illinois dispensaries who voted this spring to join Local 777 earlier this year include Columbia Care’s Zen Leaf, PharmaCann’s Verilife, and Revolution Global’s Enlightened.
While Judge Balogh stated that the process could be more carefully examined, he determined that the court has no standing to reverse the process.

JARS claims that once adult use licenses are fully distributed, adult use businesses would outnumber medical facilities 6-1, creating a “death sentence” for medical provisioning centers.
License recipients were ordered by Judge Lisa Fabiano to halt plans for operations, including site pre-approvals, construction plans, labeling and packaging.
Detroit’s April ordinance was its second attempt at legalizing adult use sales after a federal judge struck down the first ordinance in 2021.
